whenever you install a third-party mod with esl plugin, you have to close NMM after installation, relaunch NMM, then enable that esl plugin. you would need to have coding knowledge and with appropriate tools to remove the conditional statements and recompile the binary in which it has this conditional check (it's GamebryoBase.dll). this causes to trigger a hard-coded conditional statement where if esl is present above esm, NMM would lock the entire load order so that you can sort it no longer. NMM places all esl plugins above third-party esm plugins. sometimes cc esl plugins are loaded as third-party plugins instead of unmanageable plugins like the official Fallout 4.esm and all DLC plugins. 0.63.17 and onwards support esl but it's so badly supported, for example:
